What impacts do certain measures have in rural development?

In the context of a lecture series about the evaluation of development policy, SLE Director Dr. Susann Neubert has held a lecture at the University of Hmaburg addressing this question.
Development policy has been facing criticism for a long time. Although there are success stories to be told, still, pressing global issues such as poverty remain unsolved (about 800 million people suffer from hunger). Public opinion often accuses development policy of wasting public resources and general ineffectiveness, while expectations are rising in face of the refugee crisis. This begs many questions, which are being addressed in the lecture series. Can development policy actually be effective? Or does it need to be reported and steered better? What challenges and opportunities does this evaluation bear?

The first part of the lecture deals with questions on interdependencies and methodical approaches, the second part focusses on the practice of impact identification and the exemplification of complex coherences. Thus, the lecture is also of relevance for other domains dealing with the complex effects of social interventions.
